A little about gov tenders in Ukraine
This article discusses the features of government procurement, expedient public procurement, provides practical tips to enhance effectiveness in governments tender.
The legacy of the Soviet Union, Ukraine inherited a developed energy sector, chemical industry, metallurgy, mechanical engineering. Ukraine is a major transit country for Russian gas to European markets. They, together with other state-owned enterprises are one of the biggest consumers of wares and services in Ukraine. Government corporations announced more than 50-60 thousand procurements annually. The annual volume of public procurement is more than 15bil of Euros.
Taking into account the holding of Euro 2012 in Ukraine there is a growth market of government tender relating to the construction of infrastructure for the European football championship (stadiums, hotels, roads, electrical substations, etc.)
In order to avoid of abuse in the market of gov tenders, to creation of competitive environment and to preclude corruption, the national administration has introduced lawgiving mechanisms of regulation of state tendering process. Over the past five years, legislation and, accordingly, the rules in government tenders have changed a few times. The existing law of government tenders contains a provision on equal participation in procurement process, both domestic and foreign manufacturers, creating a competitive environment and providing efficient use of government funds.
Without looking at the specified equality of participants and the transparency of procurement procedures, the Ukrainian realities are different from European and overseas companies rather difficult to independently enter in to the market of gov procurements. Not the least role in this is the complexity and bureaucracy of the Ukrainian system of government tenders.
